第六次全国技术进步会议强调指出:“电子技术的发展水平和对各行各业的渗透程度,是衡量技术进步和现代化程度的重要标志。在进入90年代的今天,如果不把发展和应用电子技术放在技术进步的战略地位,必将酿成历史性错误。”为落实这项重大任务,1990年10月由国家计划委员会和机械电子工业部在天津联合召开了全国电子技术改造传统产业工作会议。会议提出了我国传统产业技术进步的必然方向,明确了电子技术改造传统产业的指导思想和遵循的原则,制定了电子技术改造传统产业的“八五”规划。国家计划委员会副主任盛树仁同志在开幕式上作了重要讲话,机械电子工业部副部长唐仲文同志在闭幕式上作了总结,这次会议将对促进我国传统产业的更新改造、加速传统产业的现代化步伐影响深远。现特将两位领导的讲话和总结,以及国家计划委员会制定的《“八五”国家应用电子技术改造传统产业规划要点》刊登于后,以指导全国电子技术改造传统产业的深入开展。
