天地之间,莫贵乎人,对于企业管理来说尤其如此。企业管理,归根结底是对人的管理;企业竞争,说到底是人才的竞争——这高度概括了人的管理在整个企业管理活动中的重要地位与作用。1961年美国拟定了阿波罗登月计划,前后历时9年,耗资300亿美元,动用400多万人次。到1969年阿波罗登月成功,该工程总负责人韦伯认为:“我们没有使用别人没有的技术,我们的技术就是科学的组织管理”。除了秘而不宣、技术封锁、外交辞令,这里当然也包含着对各类人员的合理调整配和统筹管理——对400多万人力的调配与协同,这本身就是一次伟大的管理尝试。
