道路运输中黑车猖獗的现象，已经引起有关交通执法部门高度重视。各方面的呼吁和查禁处罚的报道，也多次见诸新闻媒体。我刊本期“社会广角”栏目编发三篇文章，以示我们对“黑车”现象的关注。《社会“黑车”现象整治》一文，分析了“黑车”的表现形式、成因及其整治的对策，鞭辟八里，值得一读。文中所指公务车参与“黑车”营运的现象，据有的县市运管部门反映，今年的春运中就被多次查处，其中甚至还有其他部门的执法车辆进行非法客运，就更是令人气愤。《关注“黑车”困扰南京汽车站》则告诉读者：黑车猖獗对道路客运企业、对运输市场、对旅客安全造成的危害。细加分析，黑车猖獗实际上也造成了国家税费的大量流失。读罢《春运“黑车”围剿记》不由得心中一快，“黑车”现象的确是到了该花大气力整治的时候了。我们期望，交通、公安等执法部门，加大综合整治、长效管理的力度，坚决刹住“黑车”猖獗之风。
