随着“白发浪潮”的迅速到来,“四二一”式家庭结构日渐增多,今后子女将要瞻养、照料的老年人越来越多,负担不断加重。为了扶持家庭养老,解除子女后顾之忧,为老人创造一个舒适的环境,笔者结合实地调查材料,参考国外的做法和我国的有关政策法规,针对上海的情况,就家庭养老政策问题提出如下建议:
With the rapid development of the “White-Haired Wave”, the “April 21” type of family structure has been gradually increasing. In the future, the children will have to look after them and the elderly who are being taken care of are getting more and more burdened. In order to support the family retirement and relieve the worries of their children and create a comfortable environment for the elderly, the author makes the following suggestions on the issue of family pension policy in light of the field survey materials, reference to foreign practices and the relevant policies and laws of our country:
