我国水资源短缺，大部分地区水资源不能满足经济社会发展需求，水污染又加剧了水资源的短缺并引发诸多社套与环境问题。解决这些问题，一要对经济相对落后地区给予必要的支持，二要靠各地的自觉行动，三要加失执法成本和执法力度。
