区域协调发展在理论上是科学发展观的一个重要内容，在实践中是一个热点和难点问题。由于不同层级区域政府受不同利益的驱动，在协调区域发展中的视角与作用有可能不一致。本文选择区域内与区域外的双重协调发展作为切入点，旨在探索不同层级政府的区域协调机制，以科学发展观促进区域经济的全面、协调、可持续的发展。
