全市刑侦改革初期取得的巨大成绩以及存在的主要问题 1997年6、7月份,公安部和河南省公安厅相继召开关于改革和加强刑侦工作的会议之后,我们南阳市公安局党委迅速制定了《刑侦改革和诸警种配套改革方案》,按照“一步到位,逐步完善”的设想,在全市公安机关进行了高起点、大跨度的刑侦工作改革。截至当年10月初,全市11个县(市)公安局和4个城区公安分局,均在实行侦审合一的同时,建立了覆盖社会面的责任区刑警中队。全市共建立责任区刑警中队73个,每个中队有正式民警8～16人,承担辖区内1～4个乡(镇)刑事犯罪案件的侦破工作。中队设中队长一人,部分县
Huge Achievements in the Early Phase of Criminal Investigation in the Whole City and Major Problems Existed In June and July 1997, after the public security ministry and Henan Provincial Public Security Department held the meetings on reforming and strengthening the criminal investigation work successively, the party committee of Nanyang Public Security Bureau promptly formulated the “Criminal Investigation Reform and all kinds of police supporting reform program ”, in accordance with the“ one step, and gradually improve, ”the idea of the city’s public security organs in a high starting point, a long span of criminal investigation reform.
