为了支援前線,保證軍需供給,在目前初解放新區的社會情况條件下,先提出解决一部份軍鞋的需要,特决定以付給一定代价的辦法,在城市中動員群眾製做軍鞋。具體規定如下:一、任務分配:南昌市六萬雙,赣東北行署所属地區六萬雙,南昌專員公署二万双,九江專員公署一萬五千雙,撫州专署二萬双,九江市一萬八千雙。二、代價:每雙鞋子给大米八斤(包括原料及一半工資),一切原料概由羣眾自備(如布線蔴等),糧食由省府統一分二期支拨各專署市政府。三、進行中应注意的三個問題:宣傳動员:各地應通過各種宣傳教育方式,廣泛深入的向羣眾說明製做軍鞋送前線的偉大意义,教育群众认识到做好一双軍鞋送上前線
