目前,失业保险工作相对于退休养老保险和医疗保险在许多人的思想观念中淡化了,在许多地方的地位被削弱了,没有发挥应有的作用。为此,应成立专门的失业保险经办机构,实行申报、征缴、监督检查等项工作由经办机构统一负责制。同时,要规定凡是失业人员都应该享受失业保险金,凡行政机关及其工作人员都应参加失业保险,缴纳失业保险费。
At present, the unemployment insurance work has diminished in many people’s mindsets relative to retirement pension insurance and medical insurance, has weakened its position in many places and has not played its due role. To this end, special agencies for handling unemployment insurance should be set up to carry out the procedures of reporting, collecting, supervising and inspecting by the handling agencies. At the same time, it is necessary to stipulate that all unemployed persons should enjoy unemployment insurance benefits, and all administrative agencies and their staff members should participate in unemployment insurance and pay unemployment insurance premiums.
