针对应急物资车辆调度问题,在受灾点对救灾物资需求量不确定的情况下,考虑了道路连通可靠性与行程时间可靠性对应急救援车辆路径选择的影响,建立了应急物资车辆调度的鲁棒双层优化模型,运用双层规划分散式决策方式下的转化定理,将上述具有不确定系数的鲁棒双层规划模型转化为确定性的双层规划,并设计了一种混合遗传算法,对转化后的具有确定性系数的双层规划进行求解,通过实例验证了模型及算法的可行性和有效性。
