8年来,黑龙江省清河林业局坚持进行林区经济改革,其阶段性成果:森林资源增加,林区经济增长,林区就业充分,职工收入增加,林区社会发展。清河模式的内涵:政企分离,创新林区行政管理体制、森林资源管理体制、企业制度、劳动分配制度及社会事业经营方式。清河模式的现实意义在于:解决了政企不分、企资不分、企社不分与企业冗员问题。其改经验对国有林区改革有推广和借鉴意义。
Over the past eight years, Qinghe Forestry Bureau of Heilongjiang Province has insisted on economic reform in forest areas. Its staged achievements include: increased forest resources, economic growth in forest areas, full employment in forestry areas, increased income of workers, and social development in forest areas. Qinghe model connotation: separation of government and enterprises, innovation forest management system, forest resources management system, enterprise system, labor distribution system and social business mode of operation. The practical significance of the Qinghe model lies in solving the problem of no division of government, no separation of enterprises, no division of enterprises and redundant enterprises. The experience of its reform and promotion of state-owned forest reform and reference.
