近年来,随着经济持续高速发展和城市化进程的加速,国内大中城市逐步进入机动化时代,机动车保有量不断增加。与此同时,随着城市建设发展迅速,城市内土地开发强度普遍增加,其结果是增加了城市交通的产生和吸引量,给城市道路等基础设施造成了巨大的压力。特别是城市内大型建设项目,产生和吸引的交通量往往波及项目周围乃至整个城市的路网,导致路网局部乃至全局的交通供求关系失衡。由于城市某些地区的过度开发、在大型建设项目建设时不考虑未来的交通问题,而给项目建设后周边的道路交通管理带来了无法克服的困难的事例屡见不鲜。为了有效地防止由于城市的过度开发给城市交通系统造成过大的压力,确保城市道路交通的供给与需求基本保持平衡,合理进行交通组织,保持道路畅通安全,降低交通事故率,这就需要在城市土地规划、建设项目审批阶段,规划部门和交通管理部门共同根据使用时期的道路交通管理要求,对建设项目可能对周边交通产生的影响进行审核。在城市交通基础设施建设中,建立起规划、建设、环保、交管部门相互配合,协调管理的工作机制,建立起城市大型建设项目,科学的决策程序和监督管理制度。
In recent years, with the sustained and rapid economic development and the acceleration of urbanization, large and medium-sized cities in China have gradually entered the age of motorization and the number of motor vehicles has continuously increased. At the same time, with the rapid development of urban construction and the generally increasing intensity of land development in urban areas, the result is increased urban traffic generation and attraction and enormous pressure on infrastructure such as urban roads. Especially for large-scale construction projects in cities, traffic generated and attracted tends to affect the road network around the project and even the entire city, resulting in unbalanced traffic supply and demand in local and even global roads. Due to the over-exploitation in some areas of the city, it is not uncommon for the construction of large-scale construction projects not to consider future traffic problems and to bring about insurmountable difficulties in the road traffic management around the project after its construction. In order to effectively prevent excessive pressure on the urban transport system caused by the over-development of the urban area and to ensure that the supply and demand of the urban road transport are basically in balance, the traffic organization should be rationally carried out to keep the road open and safe and the traffic accident rate reduced. Urban land planning, construction project approval stage, the planning department and traffic management departments jointly based on the use of road traffic management requirements, on the construction project may have the impact of traffic around the audit. In the construction of urban transport infrastructure, a working mechanism of planning, construction, environmental protection and traffic control departments cooperating with each other and coordinated management has been set up to establish a large-scale urban construction project, a scientific decision-making procedure and a supervision and management system.
