云南自1996年11月第一条昆嵩高速公路建成通车以来 ,到2003年底 ,通车里程突破1100km ,投入高速公路建设资金360亿元以上。建成的现代化高速公路要长期发挥现代化功能作用、减少运营成本和管养成本 ,涉及到管理体系、体制、机制、养护队伍素质、新材料、新设备、新工艺、新技术等各个方面。而理顺和建立管理体系、体制、机制十分重要 ,本文对这一问题进行探讨 ,以供决策时参考。
Since the first Kun-Song Expressway was opened to traffic in November 1996 in Yunnan, by the end of 2003, its mileage has exceeded 1,100 km and its investment in expressway construction has reached 36 billion yuan. The completed modern expressway should play its role of modernization function for a long time, reduce the operating cost and the cost of custody, and involve various aspects such as management system, system and mechanism, quality of maintenance team, new materials, new equipment, new technology and new technology. It is very important to straighten out and establish the management system, system and mechanism. This article discusses this issue for reference when making the decision.
