通过对“获得图书馆服务”的权利意识和权利实践、公共权力的配置结构、图书馆行业性组织、图书馆立法等四个制度环境因素进行分析,认为这四个制度环境因素非孤立存在,是一个国家民主体制的实现形式和发展程度在图书馆公共事务上的映射。我国图书馆治理须从国情出发,尊重发展规律,借鉴国外经验,但又不盲目照搬,才能推进中国的图书馆事业发展。
By analyzing the environmental factors such as the rights awareness and practice of “obtaining library service”, the disposition structure of public power, the industry organization of libraries and the legislation of libraries, it is concluded that the environmental factors of these four systems exist non-isolatedly, It is the mapping of the realization form and degree of development of a national democratic system in the public affairs of the library. The management of our country’s libraries must proceed from the national conditions, respect the law of development, learn from foreign experience, but do not blindly copy, in order to promote China’s library development.
