本文认为与不同运输方式供给具有的分立性相比,运输需求本身具有综合性。全面、动态地反映运输需求,需要综合运用运量预测、价格机制和公众参与等多种方式,欧盟交通与经济之间的解耦战略也为我们制定交通运输政策提供了重要的借鉴思路。 This paper argues that the demand for transport itself is more comprehensive than the discrete nature of the supply of different modes of transport. To comprehensively and dynamically reflect the transportation demand, we need to comprehensively use various methods such as volume forecast, price mechanism and public participation. The decoupling strategy between transport and economy in EU also provides important reference for our formulation of transport policy.
