坚持以人为本促进官兵全面发展,是科学发展观对军队政治工作的本质要求。一方面,要从切实维护官兵利益入手激发内在动力,另一方面,要从努力营造和谐环境出发形成外部条件,同时还要纠正影响官兵全面发展的一些偏向。
Adhering to the people-oriented approach to promoting the all-round development of the officers and soldiers is the essential requirement of the scientific concept of development for the military’s political work. On the one hand, we should start from the earnest efforts to safeguard the interests of officers and soldiers to stimulate the intrinsic motivation. On the other hand, we must create the external conditions from the perspective of striving to create a harmonious environment and at the same time correct some tendencies that affect the overall development of the officers and men.
