空港经济区管理机构深陷“派出机构”与“派出机关”之争,不仅法律概念模糊、设立依据无序,法律地位不明、权责划分不清,还突破了传统行政区划的框架,导致越权行为频发.为厘清空港经济区管理机构的法律属性,解决我国行政区划建制无法协调、适应地方经济发展的难题,一种可选择的方案是探讨开发区转行政区的可行性,经论证发现,在区域经济发展背景下,重置空港经济区管理机构的法律属性更加科学合理.
