美国防部长拉姆斯菲尔德在2002年4月17日正式宣布,美军预计于10月1日成立一个新的司令部——北方司令部(Northern Command),又称本土司令部(Homeland Command),专门负责美国本土(包括大陆和东西海岸水域)的防御。这是二战后美国进行的最重大的军事司令部结构调整。世人不禁会问:美军为什么现在要组建北方司令部?该司令部的任务是什么?这项重大举措又有什么深层次背景呢?
