执政党必须处理好政党和政权的关系(党政关系),这是政党政治不能回避的理论和实践问题,对于无产阶级政党尤其如此。中国共产党自成立以来党政关系的变迁分别经历了三个大的阶段,逐步实现党政关系传统模式的突破与转型,在曲折探索中既取得了成功的经验,也汲取了不少教训。新形势下处理好党政关系应当注意:增强执政意识,认识党政部门的各自角色;充分发挥人民代表大会的功能;坚持依法治国和依法执政,规范党和国家的功能边界。
The ruling party must properly handle the relationship between political parties and political power (the relationship between the party and the government), which is a theoretical and practical issue that can not be evaded by party politics, especially for proletarian parties. Since the founding of the Communist Party of China, the vicissitudes of the party and government have respectively gone through three major stages. They have gradually realized the breakthrough and transformation of the traditional model of the relationship between the party and the government, and have gained both successful experience and untold lessons in their tortuous exploration. In the new situation, we should pay attention to the relationship between the party and the government. We should enhance our awareness of governing and recognize the respective roles of the party and government departments, give full scope to the functions of the people’s congress, adhere to the principle of governing the country according to law and governing according to law, and standardize the functional boundaries between the party and the state.
