在现代社会经济领域里,招投标这种充分体现市场经济特征的经济行为的实质是公开、公平、公正,其目的就是通过公开的规范竞争,达到社会经济的最大值。招标通常运用于工程建设、大宗采购、大额服务贸易等领域,因此经济领域的招投标环节既是各种利益体博弈的竞技场,也是权势人物贪窥追逐的利益场,由于法治的缺失和监管的乏力及部分贪官的素质低下,在我国当下的经济运行中利用招投标进行敛财谋私腐败的案例屡见不鲜。近年来查处的贪腐案件中,不少贪官都栽倒在招投标这一领域。原铁道部部长刘志军就是其中的典型。
