[目的]了解和分析四川省医疗机构卫生人力资源现状,为制定符合四川省实际情况的卫生人力资源发展规划及相关卫生改革政策提供实证依据。[方法]采用分层随机抽样的方法,使用自制的调查问卷对四川省374所县级及以上医院、333所乡镇卫生院进行问卷调查。[结果]四川省各级卫生机构的卫生技术人员构成比例不合理,各级综合医院平均医护比均低于卫生部编制标准,部分专科医院及乡镇医院的医护比呈严重倒置状态;大型综合医院及专科医院、乡镇医院的床护比也低于卫生部编制标准,护理人员处于缺编状态;城乡之间护理人力资源分布不合理。[结论]四川省医护结构比例不合理现象较为普遍,城乡之间护理人员的分布还存在差距,卫生行政部门应加强对卫生人力资源的宏观调控和合理分配,促进卫生人力资源的合理配置和有效利用。
[Objective] To understand and analyze the status quo of health human resources in medical institutions in Sichuan Province and provide empirical evidence for the formulation of health human resources development planning and related health reform policies in line with the actual conditions in Sichuan Province. [Methods] Stratified random sampling method was used to conduct questionnaire survey among 374 county-level hospitals and 333 township hospitals in Sichuan Province using self-made questionnaires. [Results] The proportion of health technicians in health institutions at all levels in Sichuan Province was not reasonable. The average health care ratios of general hospitals at all levels were lower than those prepared by the Ministry of Health. The proportion of health care providers in some specialty hospitals and township hospitals was in a serious inversion state. Large general hospitals And specialist hospitals, township hospital bed care ratio is also lower than the standards prepared by the Ministry of Health, nursing staff in the absence of a state; the distribution of nursing human resources between urban and rural areas unreasonable. [Conclusion] The unreasonable proportion of health care structure in Sichuan Province is quite common. There is still a gap in the distribution of nursing staff between urban and rural areas. Health administrative departments should strengthen the macro-control and rational distribution of health human resources and promote the rational allocation of health human resources. use.
