历经近20年的不懈努力,凝结着我国无数会计人经验与智慧的中国企业会计准则体系和注册会计师执业准则体系,终于宣告建设完成。2006年2月15日,财政部在北京人民大会堂召开隆重发布会,宣布中国会计审计准则体系建设完成。中国会计准则委员会、审计准则委员会委员,各省、自治区、直辖市、计划单列市财政厅(局),新疆建设兵团、中央国家机关、铁道部、解放军及武警部队和部分中央企业分管会计的负责人;各省、市、区注册会计师协会秘书长;国际会计准则理事会、国际会计师联合会主席;及部分会计领军人才共400余人参加了发布会。财政部部长金人庆出席会议并作重要讲话。财政部副部长、中国会计准则委员会主席楼继伟,中国注册会计师协会会长刘仲黎也出席会议并作讲话。审计署、国务院国有资产监督管理委员会、中国证券监督委员会、中国银行以及国际会计准则理事会、国际会计师协会负责人,也分别发表讲话,盛赞中国会计审计准则体系建设圆满完成。发布会上,财政部负责人还回答了中外记者关于中国会计审计准则有关问题。发布会由财政部副部长王军主持,中国会计学会会长迟海滨、中国总会计师协会副会长刘长琨出席会议。本刊作为特邀代表参加了发布会,见证了中国会计审计发展史上的这一历史性时刻。现将发布会财政部主要领导讲话及有关部门负责人发言整理刊出,供广大读者学习参考。
After nearly 20 years of unremitting efforts, condensation of China’s numerous accountants experience and wisdom of Chinese enterprise accounting standards system and CPA practice guidelines system, finally announced the completion of construction. On February 15, 2006, the Ministry of Finance held a grand press conference in Beijing Great Hall of the People to announce the completion of the system of accounting standards in China. China Accounting Standards Committee, member of Auditing Standards Committee and responsible person in charge of charge accounting in each province, autonomous region, municipality directly under the Central Government, separately designated by the Ministry of Finance (Bureau), Xinjiang Construction Corps, central state organs, Ministry of Railways, People’s Liberation Army and Armed Police Force and some central enterprises; Secretary-General of the Institute of Certified Public Accountants of all provinces, municipalities and autonomous regions; IASB and Chairman of the International Federation of Accountants; and some over 400 accountants of the accounting profession attended the conference. Minister of Finance Jin Renqing attended the meeting and made an important speech. Lou Jiwei, vice minister of finance, chairman of China Accounting Standards Board, and Liu Zhongli, president of the Chinese Institute of Certified Public Accountants, also attended the conference and made speeches. The Audit Commission, the State-owned Assets Supervision and Administration Commission of the State Council, the China Securities Regulatory Commission, the Bank of China, the heads of the International Accounting Standards Board and the International Association of Accountants also made speeches respectively and praised the successful completion of the system of accounting and auditing standards in China. Conference, the head of the Ministry of Finance also answered Chinese and foreign reporters on China’s accounting standards for auditing issues. The conference was presided over by Wang Jun, vice minister of finance, Chi Haibin, president of China Accounting Association, and Liu Changkun, vice president of China Association of Chief Accountants.
