中国突发事件应急范式从政府主导下的举国救灾转变为多主体、全流程的应急治理。但由于科层体制存在弊端、社会参与的专业协作度和连续性低、应急产业发展滞后,应急治理的成长需要构建起强政府、强社会、强市场的三维互动关系,以克服政府失败、志愿失灵和市场不足。政府-社会-市场的三维互动框架中,应加强政府权能调整,促进应急治理体制创新;发展社会性志愿力量,激发社会组织的活力;不断完善市场机制,大力发展应急产业;促进三方在协作过程中的相互增权,发挥不同主体在应急治理不同阶段独特的资源和组织优势,全方位提升中国应急治理能力。
