2002年2月,中国石化集团胜利油建公司承建了西气东输管道工程第十八标段的施工任务,并为此组建了项目管理部。第十八标段管线所经地段地形复杂,多为山地和河谷阶地,地形起伏较大,施工的难度也较大,在项目运作中遇到了一系列问题。项目部对影响管理目标实现的要素进行了分析、评价、确定了“工期、成本、质量、安全”为项目管理的四个基本要素,并从四大方面着手,加强要素控制,确保工程如期合格地完成。
In February 2002, Sinopec Group Shengli Oil Construction Co., Ltd. undertook the construction of the 18th bid section of the West-East Gas Pipeline Project, and set up the Project Management Department. In the 18th tender section, the topography of the pipeline section is complex, mostly mountainous and river terraces. The topography is undulating and the construction is more difficult. It encounters a series of problems in the project operation. The project department analyzed and evaluated the factors affecting the realization of the management objectives, identified “construction period, cost, quality, and safety” as the four basic elements of project management, and proceeded from four aspects, strengthened factor control to ensure that the project was qualified on schedule.
