船舶行业对于我们现在的生活所起到的作用越来越大,而且规模还在继续扩大,致使现在的海上交通很是繁忙,导致船舶海上事故频发,船员对海上风险认识不足,对本船和自身存在的风险无足够的防范和相应措施。高级船员紧缺引发高级船员提升周期缩短。为了提高船舶的安全管理水平,降低船舶事故率,高级船员需要提高风险意识和积累航海经验,对船舶内外部所存在的风险有一概括性了解,尤其船员人为因素与事故关系。
