1999年下半年,渤海湾客滚船先后发生数起火灾和海难事故,造成重大人员伤亡和财产损失。事故的主要原因是:一是港口对客滚船运输消防安全缺乏责任意识,对旅客的消防宣传不够,对上船车辆的安全技术状况、车载要求和旅客携带危险物品的安全检查普遍得不到落实,致使“三超”车辆、装载易燃易爆化学危险物品的车辆以及安全技术状况不良、油箱渗漏的车辆上船,给客滚船运输带来及大隐患;二是多数客滚船设备陈旧老化,防火结构不合理,消防设施不能满足规范要求,甚至失灵、失效;三是部分航运企业存在重经营轻安全的思想,对客滚船的消防安全管理缺乏经验,力度不够,船舶消防设施的更新改造舍不得投入,船员的消防安全意识和素质普遍较差,各项消防安全制度和措施得不到有效落实。针对以上问题,为切实吸取“11·24”特大海难事故的沉痛教训,确保客滚船运输安全,特作如下通知:
