2011年德班气候变化大会决定正式启动绿色气候基金,规定其作为《联合国气候变化框架公约》下资金机制的经营实体。绿色气候基金启动至今,发达国家拖延履行其注资义务,规避“共同但有区别的责任”原则;有关基金的资金问题各国也一直存在争议。本文介绍了绿色气候基金的概况,从资金的来源、资金的额外性及资金的分配三个方面阐述了绿色气候基金目前存在的资金问题。
The 2011 Durban Climate Change Conference decided to formally launch the Green Climate Fund as an operating entity for the financial mechanism under the United Nations Framework Convention on Climate Change. Since the Green Climate Fund was launched, the developed countries have delayed the fulfillment of their capital injection obligations and avoided the principle of “common but differentiated responsibilities.” There have also been disputes over the funding of the Fund. This paper introduces the general situation of the Green Climate Fund, and elaborates on the current funding problems of the Green Climate Fund from three aspects: the source of the funds, the additional funds and the distribution of the funds.
