为适应改革开放新形势,促进我国西部地区水利水电建设,加速本地区水力资源开发,能源部、水利部西北院,贵阳院,昆明院和成都院的领导及有关人员于1992年10月20日就组建总公司等事宜,在成都召开了会议。能源部水电开发司汪恕诚司长、陈东平处长和水规总院朱尔明院长等应邀到会并作了具体指导。与会同志一致同意成立西部水电总公司,讨论并通过了总公司章程,成立了董事会,公司总部设在成都院,总公司暂设经理部、工程项目部、财务部和经营计划部。杨培柏被推选为董事长,选举郑文正为总经理。
To adapt to the new situation of reform and opening up, promote the construction of water conservancy and hydropower in the western region of China, and accelerate the development of water resources in the region, leaders and relevant personnel of the Northwest Institute of the Ministry of Energy and the Ministry of Water Resources, Guiyang Institute, the Kunming Institute and the Chengdu Institute on October 20, 1992. Concerning the formation of the head office, a meeting was held in Chengdu. Director of the Department of Water Resources Development of the Ministry of Energy Wang Shucheng, Director Chen Dongping, and Director of the Water Regulations Institute Zhu Erming were invited to the meeting and gave specific instructions. The participating comrades unanimously agreed to establish the Western Hydropower Corporation, discussed and passed the articles of association of the company, and set up a board of directors. The headquarters of the company is located in the Chengdu Institute. The head office temporarily has a manager department, engineering project department, financial department, and business planning department. Yang Peibai was elected chairman and Zheng Wenzheng was elected general manager.
