山西省人民委员会于七月四日发出了「关于抓紧雨后有利时机、进行补苗抢种的紧急指示」。省委认为这一指示是正确的,及时的。各级党的组织对这一指示必须认真进行讨论,动员、组织全体农民,克服任何松懈情绪,抓紧雨后有利时机,进行补苗抢种工作。七、八、九三个月,是秋禾成长和收获的重要季节,各级党的组织在这一季节里必须集中力量,加强对农业生产的领导,依靠农业生产合作社,带动互助组与单干农民,做好补苗抢种、留苗定苗、锄苗追肥、防旱防洪、宣传各种有关政策等各项工作,弥补因春夏天旱所造成的损失,争取今年农业生产的丰收。只要各级党的组织领导全体农民做好上述工作,我们就能胜利地完成今年的农业生产任务。
