区域规划是一个过程,包括编制、实施、评估及反馈调整等。目前国内普遍存在重规划结果轻规划过程、忽视规划实施评估及反馈调整现象。分析了区域规划评估的必要性,论述了规划评估的内容和方法,结合国家“十一五”规划实施情况的评估,反思了区域规划本身在目标制定、重点确定及其在规划实施中的调整问题。建立完善的规划评估制度既是提高规划工作质量的手段,也是改进社会决策、保障区域科学发展的需要;不论规划本身多科学合理,都必须根据区域运行过程中出现的新情况加以调整;一个好的规划,也应该具有相当的弹性,允许在实践中修正和完善。
Regional planning is a process that includes preparation, implementation, assessment and feedback adjustment. Planning should also be flexible enough to allow for correction and refinement in practice.
