国务院新闻办公室9月24日发表《新疆各民族平等团结发展的历史见证》白皮书。这是自2003年以来,中国政府第四次发表有关新疆经济社会发展情况的白皮书。《新疆各民族平等团结发展的历史见证》白皮书以中、英、法、俄、德、西班牙、阿拉伯等多语种发表,同时发表维吾尔、哈萨克等少数民族语文版本。白皮书的中、英文版已分别由人民出版社、外文出版社出版发行。白皮书约2.2万字,除前言、正文、结束语外共包括九个部分。在“实行民族区域自治制度”部分,白皮书指出,新疆维吾尔自治区的成立,标志着民族区域自治制度在新疆的全面贯彻实施。
On September 24, the State Council Information Office published a white paper titled “Historical Evidence of the Unity and Equality of Ethnic Groups in Xinjiang”. This is the fourth white paper published by the Chinese government since 2003 on the economic and social development in Xinjiang. The “Historical Testimony of the Unity and Development of All Ethnic Groups in Xinjiang” is published in various languages including China, Britain, France, Russia, Germany, Spain, and Arabia. It also publishes language versions of ethnic minorities such as Uyghur and Kazak. The Chinese and English versions of the white paper have been published by People’s Publishing House and Foreign Languages Press respectively. The white paper is about 22,000 words, with the exception of the preface, the text, and the conclusion. There are nine parts in total. In the section entitled “Implementing System of Ethnic Regional Autonomy”, the White Paper pointed out that the establishment of Xinjiang Uyghur Autonomous Region marks the full implementation of the system of ethnic regional autonomy in Xinjiang.
