In 1998, China began to nurture and start the real estate market, and successively introduced housing reform policies such as canceling welfare housing distribution, providing home purchase credit and establishing housing provident fund system. As a result, the development of the real estate industry began to rapidly increase. According to the 1998 Statistical Communique of the People’s Republic of China on National Economic and Social Development, the sales area of commercial buildings in 1995 witnessed a substantial increase. The sales volume of commercial residential buildings was 3.768 million square meters, an increase of 47.1% over the previous year. Since 1998, the sales area of commercial residential buildings has maintained a rapid growth with an average increase of 45.7%.
