On May 12, 2016, a theoretical seminar on party building in Shanghai and “Two New Organizations” co-hosted by the Organization Department of the CPC Shanghai Municipal Committee, Shanghai Municipal Social Work Party Committee and the CPC Shanghai Municipal Party School was held. Focusing on the new functional orientation of grass-roots party organizations at the Fifth Plenary Session of the 18th CPC Central Committee, the seminar focused on how to further strengthen the political and service functions of the “two new” party organizations.
