近年来对于台湾社会性青少年事件的发生,如飙车违反公共安全、滥用药物(摇头丸、MDMA)、中途辍学、校园人际冲突与暴力、帮派问题等,都引起政府教育、警政、社会部门相当的关切,特别是大众媒体的大肆报导,更造成民众的不良印象或家长们的恐慌。政府单位部门在压力及立即可见成效的期待下,增加了警方巡逻、临检及午夜后的“宵禁”保护措施;加强了校园清查、生活辅导、社区中途学园、中辍学生追踪辅导以及外展工作等计划。从政府青少年工作的历史观点看来,政府似乎因此经常扮演“救火”及“除害”的角色,姑且不论头痛医头、脚痛医脚是否对症下药;我们很难避免地形塑了整体社会对现今青少年刻板的印象——问题的、反叛的、需要被管理、矫正的。自然而然我们很明显看出政府及民间各项防治及辅导的因应措施中,多以主导性、规范性、宣导性、教育性及遏阻性的
