一百多年前的进步时代时值美国社会转型期,各种问题层出不穷,食品掺假尤为严重。为了有效缓解食品掺假的严峻形势,美国政府改变奉行已久的消极不干预政策,积极介入;以哈维.维利为首的监管官僚也努力推动针对食品的全国性监管;独立的新闻媒体则致力于揭发食品生产领域中存在的黑幕。可以说,这三股势力在一定程度上共同推动了1906年《联邦食品与药品法》的颁布,开启了美国食品监管的“联邦化”序幕。如今重新审视这一重要法典,对目前我国食品安全出现的弊病具有重要借鉴意义。
