档案工作的改革除管理体制、人事制度、管理手段等之外,应注重业务工作改革,积极改革那些执行起来困难或不适应的方面,以适应变化了的形势需要。几年来档案部门执行的《文书档案保管期限表》,目前已显露出一些弊端。用全面的、发展的、历史的观点来区分文件材料的价值,合理地确定县直机关文书档案的保管期限,是文书立卷的一个关键问题。如何从文书立卷开始就考虑到移交进馆后避免大量重复,尽可能优化馆藏是本文探讨的重点。一、从档案的归宿看调整保管期限的必要性《机关档案工作条例》
