1990年国际油污防备、反应和合作公约已达到生效条件,将于明年5月13日生效。有鉴于近期海上油污事故不断发生,特别是1989年3月24日“埃克森·瓦尔迪兹”油轮在美国阿拉斯加威廉王子湾触礁,致使船上8个油舱破裂,漏出原油至少4100L。由于缺乏必要的防备,抢救不得力、不及时,造成严重污染。1989年7月在巴黎召开的西方七国首脑会议建议制订一个国际公约,加强这方面的防备和合作。同年10月国际海事组织第16届大会讨论了这个建议,并通过A674(16)号决议,着手草拟这个公约。经过海洋环境保护委员会和油污防备与处理大会筹备会议对公约草案的讨论和修改,国际海事组织于1990年11月19~23
The International Convention on Oil Pollution Preparedness, Response and Cooperation in 1990 has reached the conditions for entry into force and will enter into force on May 13 next year. In view of the recent oil pollution incidents in the sea, especially on March 24, 1989, “Exxon Valdez” tanker hit the reef at Prince William Sound in Alaska, the United States, resulting in the rupture of 8 oil tanks on board and the leakage of at least 4100L of crude oil. Due to lack of necessary precautions, the rescue is not effective, not timely, causing serious pollution. The July 7 summit of the G-7 in Paris in July 1989 recommended the formulation of an international convention to strengthen preparedness and cooperation in this regard. That proposal was discussed at the 16th IMO General Assembly in October of the same year and resolution A674 (16) was taken up to draft the convention. After discussions and amendments to the draft convention prepared by the Marine Environment Protection Committee and the Oil Preparedness and Treatment Conference, the International Maritime Organization held its first meeting on November 19-23, 1990
