理财观念要突破 产权管理要突破 聚财方法要突破 价格体系要突破 管理手段要突破“八五”期间,我省水利事业的社会地位和水利 工程的建设规模、质量、效益都上了一个新台阶。水利经济也得到了长足发展。在这些巨大成就中.我们财务工作者参与决策管理.千方百计筹措资金,努力做好后勤保障,功不可没。财务部门为水利建设筹资26亿元,是“七.五”的2.7倍;清产核资工作得以完成,盘清了家底,为下一步水利产权改革奠定了基础;通过试行企业化管理.推行目标管理责任制和承包经营责任制.对基建工程实行拨改贷.协助计划部门推行“三制(业主制、招标制和工程监理制),从而为水利管理单位注入了活力。 回顾过去.可以说“八五”期间我省水利财务改革步子较大,成效较为突出。“九五”水利奋战已拉开序幕,当前,我省水利发展形势可以用一句话六个字概括,“天时、地利、人和”都很好。“九五”期间,我省水利建设任务十分繁重:新增有效灌溉面积200万亩,建设节水灌溉面积300万亩,新增“四田”400万亩,为建成500万亩“吨粮田”创造条件;建设一批蓄水、调水、引水工程,增加蓄水、引水能力12亿立方米,缓解工农业和城乡缺水问题,治理水土流失面积15000平方公里,新修堤防300公里;水利经济的总产值要力争达到40亿元,比“八五”?
