通过多角度分析医疗信访原因,包括社会因素、人文因素、传媒因素、医疗机构及医务人员因素、相关法律法规因素和错误观念等,探索规范处理医疗信访机制。提出一是要构建民主、法制社会,这是一切之根本;二是将信访工作制度化、规范化,责任到位,是解决矛盾的主要方法;三是建立公平、快捷的第三方调解机制,可以促使公正、透明、可信的处理信访案件;四是坚持标本兼治,从根源上解决问题;第五,解决矛盾的关键是依法、客观、公正。只有构建以“民主、法制”为核心的、以“公正、公平”为原则的、以“快捷、廉价”为成本的这一终极目标的信访管理与处理机制,才能真正实现零信访,促进医患和谐、社会和谐。
Through the multi-angle analysis of the reasons for medical letters and visits, including social factors, human factors, media factors, medical institutions and medical personnel factors, relevant laws and regulations and misconceptions, explore the normative treatment of medical letters and visits mechanism. The first is to build a democratic and law-based society, which is the root of everything. The second is to institutionalize and standardize the work of letters and visits, the responsibility is in place to resolve the major contradictions. The third is to establish a fair and efficient third-party mediation mechanism that can promote Fairness, transparency and credible handling of petition cases; fourth, sticking to the principle of tackling the problem and solving the root causes; and fifth, the key to resolving conflicts is according to law, objective and fair. Only by building the ultimate petition management and handling mechanism based on the principle of “fairness and justice ” with “democracy and the rule of law ” as its cost, can the real Realize zero letters and visits to promote harmony between doctors and patients, social harmony.
