History The Technology Maturity (TRL) approach was invented in 1974 by Stan Sadin, head of NASA. At that time, Ray Chase worked for NASA Jet Propulsion Laboratory (JPL) and was responsible for the design of the Jupiter orbit detector. At Stan Sardin’s suggestion, Ray Zeiss used the TRL method to assess the technical maturity of Jupiter orbiting spacecraft designs proposed by JPL. Later, Ray Zeiss worked for a year at NASA headquarters to help Stan Sardin formulate TRL method evaluation criteria.
