本文对宁波市所属11个县(市、区)142所卫生院的237名正副院长现状进行了调研。结果表明:乡镇卫生院院长绝大部分是从医疗卫生技术队伍中选拔任命的,政治素质较好,懂医疗卫生业务,有一定管理经验。但也存在值得卫生行政部门及乡镇政府重视的问题。一是273名院长上岗前均未接受卫生管理知识的培训;二是98.73%的院长兼职做医疗卫生技术工作,难以保证足够的时间用于管理工作;三是切身利益关系,其工作积极性和稳定性受到影响;四是大部分院长仅应付日常管理业务工作,未能钻研医疗管理理论,其管理水平有待提高。文章最后就如何加强乡镇卫生院院长队伍建议,提高其政治和管理素质提出了四点建议。
This paper investigates the status quo of 237 positive and negative deans in 142 health centers in 11 counties (cities, districts) in Ningbo. The results show that the majority of the heads of township health centers are selected from the medical and health technology team, have good political qualities, and understand medical and health services, and have certain management experience. However, there are also problems worth paying attention to the health administrative departments and township governments. First, 273 deans have not received any training in health management knowledge before taking up their posts; second, 98.73% of dean’s directors work part-time on medical and health technology, and it is difficult to guarantee sufficient time for management work; the third is the vital interest relationship. Work enthusiasm and stability are affected. Fourth, most deans are only dealing with day-to-day management work, failing to delve into medical management theories, and their management level needs to be improved. In the end, the article put forward four suggestions on how to strengthen the proposal of the heads of township hospitals and improve their political and management qualities.
