In 1983, Liaoning Jinxian Agricultural Machinery School signed an operating contract with the County Agricultural Machinery Bureau. The contract stipulates that the agricultural machinery school will train 500 people a year, with a pass rate of 85% or more; and an extrabudgetary income of 3,000 yuan. After the completion of the contract, the extrabudgetary income of the Agricultural Bureau extracted 10%, 30% rewarded faculty and staff, and 60% was used to improve the teaching conditions; if the contract was not completed, the annual salary of the staff was punished by 5%.
