2011年8月31日是康菲石油公司完成封堵溢油源并清理油污的最后期限。然而,这已不可能。国家海洋局负责人称,康菲公司将责任推诿于自然条件,以地层自然裂缝溢出原油为借口,不愿采取有效的措施去封堵,“赔偿遥遥无期”。
