Located in the northwestern part of Liaodong Peninsula, Yingkou is a port city with a total population of only 2.26 million. Yingkou Port is one of the 19 main hub ports in the country. In 1985, Yingkou was approved by the State Council to enjoy the policy of opening to the outside world and has now established economic and trade relations with 40 countries and regions. In terms of informationization, Yingkou’s urban broadband backbone network and access network basically cover the whole city at present. The development of telecommunications, broadcasting and television networks and various Internet networks has laid the foundation for the informatization construction of Yingkou. The social security information system has started the implementation of the project. The financial , Securities, public security and other private networks have been in the application stage
