保障学龄儿童接受基本而有质量的学前教育是当前我国学前教育的基本国策。作为最大的学前学龄儿童需求国,我国地域条件、经济社会、群体特征的复杂性决定了学前教育需求的复杂性,因此,如何设计一套满足不同需求对象的学前教育政策十分关键。总体来看,我国学前教育政策的底线是构筑可获得、付得起、有质量的保障体系,同时,要多样化地满足焦点性、兴奋性、过程性需求,合理引导潜在性、发展性需求,其核心价值追求是以“人民满意”为宗旨。
