一、问题的提出 近年来,政府在基础设施建设方面加大投资,希望通过基础设施建设来拉动国民经济的发展。高速公路由于其巨大的社会效益和经济效益而成为投资热点和重点。在强大的投资倾斜之下,高速公路以超乎寻常的速度发展,至2000年底已经突破10000km,取得了举世瞩目的成就。 但是,伴随着高速公路的快速发展,项目建设过程中质量难以保证、费用难以控制以及进度不尽如人意等问题凸现出来。在技术完全可以保障的前提下,这些问题的出现以及解决需要科学的项目管理。目前,国内高速公路项目管理缺乏规范性文件,随意性过大,高速公路项目管理仍处于摸索阶段,本文从项目业主的角度出发,从高速公路项目管理的基本概念、工作内容、项目目标管理、项目
