1999年是我国实现跨世纪宏伟目标的关键一年,经济增长和社会发展的任务十分繁重,从我国面临的国内外经济环境看,既存在一定的机遇,更面临许多挑战。进一步深化改革,完善经济发展的制度环境,推进企业加快转变经营机制,提高竞争力,激发经济增长新的动力,提高经济运行的质量,对我国在国内外市场竞争加剧的情况下,继续保持较快发展至关重要,1999年应集中力量,力求在各项改革的重点领域取得新的进展。 一、把国有企业改革向前推进一步 1999年是实现国有企业3年改革目标的关键一年,要下大力气、精心部署、狠抓落实、力争取得实质性的进展。1.要认真总结现代企业制度的试点
