从1988年8月开始,山东省体改委、商业厅先后在昌邑、海阳、招远县进行了撤销商业局、组建县级国营商业集团公司的改革试点。本人曾就这项试点的改革思路、具体设想和意义,撰文刊登于1989年《商业经济研究》11期,题为《国家对企业管理体制的新突破》。最近,徐慕春同志在第4期《商业经济研究》上提出了一些疑问。为此,我们对各试点县进行了实地调查,现将情况简介如下,并作为对徐慕春同志的答复。
Since August 1988, the Shandong Provincial Economic Restructuring Commission and the Commercial Department successively conducted pilot reforms in Changyi, Haiyang, and Zhaoyuan County to cancel the Bureau of Commerce and establish county-level state-owned commercial group companies. I have written about the reform idea, concrete assumptions and significance of this pilot project in the 1989 “Commercial Economics Study” 11 issues, entitled “New breakthroughs in the state-to-business management system.” Recently, Comrade Xu Muchun raised some questions in the fourth issue of the “Business Economics Study.” To this end, we conducted a field survey of the pilot counties. We will now introduce the situation as follows and serve as a reply to Comrade Xu Muchun.
