高校信访是检测高校管理工作的晴雨表,通过履行沟通、协调、督办、配合等工作职能,推动事要解决。笔者结合多年来高校信访工作实践和信访工作政策法规的学习思考,就高校信访诉求有效处理作了初步探讨,分析了高校信访诉求的四个基本特征,将高校信访诉求大致分为七大类,并提出“三讲”处理方法,以求同行商榷。
