2016年8月22日,国务院印发《降低实体经济企业成本工作方案》(以下简称《方案》),从合理降低企业税费负担、融资成本、制度性交易成本、人工成本、用能用地成本、物流成本、提高企业资金周转效率、鼓励和引导企业内部挖潜等八个方面,对今后一个时期开展降低实体经济企业成本工作作出全面部署。企业是国民经济的细胞,应对经济下行压力、稳定经济增长,必须稳定实体经济企业发展。《方案》的出台,旨在尽快改善企业发展环境,帮助企业降低成本负担,提高盈利水平,增强市场竞争力,为经济结构调整转型升级创
